The new ERASMUS FOR ALL’s framework for 2014-2020
 

Since November, 23rd 2011 the European Commission’s proposal on the ‘Erasmus for all’ – Programme for Education, Training, Youth and Sport 2014-2020, is being examinated by the Council and the European Parliament.

The final decision on the budgetary framework should be taken within that year and set the overall budget of the programme, which amounted up to 19 billion Euros under this programmation.

If the programme contributed the mobility of over 1 million teachers and 2.2 million students of Higher education, as well as participated to the training of 735 000 European students, what will it be for the next 7 years?

2014-2020 mains changes

Although the general goals remain: improving people’s skills and ultimately their employability as well as supporting modernization of education and training systems, ERASMUS FOR ALL will essentially focus on addressing the Horizon 2020 strategy’s goals, such as the reduction of early school leaving rates and the increase of the 30-34 years old students with a completed third level of education.

          – One programme out of seven

The creation of a single program, reorganizing the seven actual ones for mobility, youth and sports will allow the simplification of rules and procedures of application, and the avoiding of fragmentation and duplication.

The new programme will therefore gather:
-The Lifelong Learning Programme ( with the Erasmus/Leonardo da Vinci/Comenius and Grundtvig strands)
-The Youth in Action programme
-The five international cooperation programmes : Erasmus Mundus/Tempus/Alfa / Edulink/ and the programme for cooperation with industrialized countries

          –The strengthening of the mains actions

Stress will be laid on learning mobility projects, cooperation projects and support for policy reform.
Moreover, there will be a number of new innovative proposals, such as the Erasmus Master’s degree student loan guarantee scheme and the knowledge alliances and the sector skills alliances.

The two strands of the programme

The programme will be split into:

          -The education, training and youth strand :

A strand that will have to:
-Increase the level of key competences and aptitudes as well as the participation of the youth in democratic life in Europe, notably through increased learning mobility opportunities for young people, learners, staff and youth workers
-Promote the emergence of a European lifelong learning area, trigger policy reforms at national level, and support the modernization of education and training systems
-Enhance the international dimension of education, training and youth notably in higher education and supporting the Union external action and supporting the Union external action
-Improve the teaching and learning of languages and promote linguistic diversity

The strand will fund actions of:
-Transnational mobility of higher education and vocational training students
-Transnational mobility of staff, within the participating countries
-Policy dialogue with relevant European stakeholders in the area of education, training and youth

          -The sport strand
The strand will have to:
-Tackle transnational threats to sport such as doping, match fixing, violence, racism and intolerance
-Support good governance in sport and dual careers of athletes
-Promote social inclusion, equal opportunities and health-enhancing physical activity through increased participation in sport

Among financed actions will be found:
-Support to transnational collaborative projects
-Support to capacity building of sport organizations
