* Applicants must be established in a Member State of the European Union or in the Republic of Moldova
Objectives
* Lot 1 – Protecting the rights of the child in the Republic of Moldova;
* Lot 2 – Supporting human rights defenders active in the protection of human rights in the Republic of Moldova, especially those most at risk
Priorities
* Lot 1:
– Providing social and psychological support and protection of children left behind by migrant parents;
– Preventing child violence and children from coming into contact with the law;
– Providing child-friendly justice as well as support for reintegration and inclusion of child offenders, child victims and child witnesses
* Lot 2:
– Supporting human rights defenders including lawyers and other legal professions who are intimidated, stigmatized and persecuted;
– Improving the Environment for the Human Rights Defenders Activity in Moldova;
– Monitoring court trials of human rights defenders
Amongst financed actions
– Establishment, structuring, strengthening of and participation in sustainable forms of multi-actor collaboration, partnerships, association/alliances;
– Promotion and strengthening of policy dialogue and facilitating contact, consultation and discussion between different stakeholders;
– Capacity building/strengthening of human rights defenders, community-based groups, participatory associations and movements, local civil society organizations or networks thereof, the media and national institutions;
– Research, evaluation and monitoring studies in different fields of human rights including child rights;
– Testing of policy innovations and best practices, contribution to policy work, policy advocacy/policy dialogue;
– Piloting of innovative ideas and approaches;
– Public information, awareness raising; learning, sharing, representation and advocacy activities through conferences, seminars and workshops, meetings and media actions;
– Supporting the development of (including implementation, monitoring and reporting on) specific evidence-based policies, commitments, instruments (national and international) and budgets at all levels;
– Advocacy for the revision of the existing legislation and adoption of the new ones in accordance with the EU standards and requirements;
– Documenting and reporting on cases of human rights violations;
– Monitoring of and reporting on the implementation of the international human rights instruments that the country has ratified;
– Implementation of recommendations formulated by the EU and international human rights organisations;
– Provision of legal assistance, social, psychological and other forms of support to target groups and project beneficiaries;
– Support protecting mechanisms, such as shelters and services delivery
Additional information
* This call for proposals is a restricted call for proposals. In the first instance, only concept notes will be evaluated
* Duration of the action: between 24 and 36 months
* Eligibility:
– Be a legal person;
– Be non-profit-making;
– Be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority;
– Be established in the Republic of Moldova, or a Member State of the European Union;
– Be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
* The action must take place in the Republic of Moldova, including the region of Transnistria
* Amongst the 1.6 million euro, 900,000 euro are from the 2020 budget and subject to the adoption of the general budget of the European Union for 2020
* Indicative allocation of funds by lot:
– Lot 1: 1.2 million euro
– Lot 2: 400,000 euro
* Amount of the grant per lot:
– Lot 1: between 500,000 and 600,000 euro;
– Lot 2: between 350,000 and 400,000 euro
* Co-financing rate: between 50% and 90% of the total eligible costs
