Priorities and funded actions

Objectives

  • To consolidate the role of Congolese civil society in the protection of human rights and the improvement of democratic governance
  • To promote and protect the rights of people, especially groups with special needs and minorities
  • Strengthen respect for fundamental freedoms and human dignity
  • Support the fight against impunity and strengthen the accountability of public actors

Priorities

  • Priority 1 – Promote human rights, including social, economic, political and environmental rights
  • Priority 2 – Strengthen the knowledge of fundamental rights and the capacity of people to empower themselves in the promotion of their own rights
  • Priority 3 – Promote equality between women and men; defend the rights of women and girls; combat all forms of discrimination and violence against women
  • Priority 4 – Promote and protect the rights of groups with special needs, including children and youth, indigenous peoples, sexual and gender minorities, people living with disabilities
  • Priority 5 – Protect and strengthen the capacity of human rights defenders and whistleblowers in relation to human rights violations
  • Priority 6 – Strengthen the capacity of civil society to participate in the fight against impunity and to strengthen the accountability of public actors
  • Priority 7 – Support the capacities of civil society and local authorities in the analysis and monitoring of public policies
  • Priority 8 – Support the acquisition of knowledge and expertise in public accountability
  • Priority 9 – Supporting the active participation of Congolese citizens and civil society organisations in the respect of the principles of the rule of law

  • This call for proposals is an open call for proposals
  • Initial duration of the action: Between 24 and 36 months

Eligibility

  • Be a legal person
  • Not for profit
  • Belong to one of the following categories of organisations: non-governmental organisation, public sector operator and local authority
  • Not be an international organisation
  • Be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity/entities and not act as an intermediary
Financement
  • Total budget of the call: 1.49 million euro
  • Amount of the grant:
    • Lot 1: 990,000 euro
    • Lot 2: 500,000 euro
  • Co-financing rate:
    • For applicants established in the Republic of Congo: Between 50% and 95% of the total eligible costs
    • For applicants established outside the Republic of Congo: Between 50% and 85% of total eligible costs
