Priorities and funded actions

Objectives

  • To strengthen Zambia’s Civil Society Organisations’ (CSOs) engagement as actors of good governance and development (Lot 1)
  • To strengthen the respect of environmental rights in Zambia (Lot 2)
  • To create a space for the meaningful involvement of young people in development cooperation in Zambia, through youth advisory structure(s) (Lot 3)

Priorities

Lot 1 – To strengthen Zambia’s Civil Society Organisations’ (CSOs) engagement as actors of good governance and development

  • Priority 1: Strengthened internal management systems of CSOs
  • Priority 2: Strengthened capacities of CSOs to engage in policy dialogue, implementation and monitoring of EU and national development plans and programmes
  • Priority 3: Improved coordination and networking capacities of CSOs

Lot 2 – To strengthen the respect of environmental rights in Zambia

  • Priority 1: Empower individuals, local communities and organisations to exercise their environmental rights and protect right holders
  • Priority 2: Enhance oversight by local communities and CSOs in monitoring, preventing and responding to environmental rights violation and abuses
  • Priority 3: Enhance space for dialogue between CSOs and environmental actors in Zambia

Lot 3 – To create a space for the meaningful involvement of young people in development cooperation in Zambia, through youth advisory structure(s)

  • Priority 1: Create, establish and run a youth advisory structure

Among financed actions

  • Actions should be self-contained projects comprised of a coherent set of activities with clearly defined operational objectives, target groups and planned, tangible outcomes, within a limited timeframe
  • Actions that are designed taking into account the current context in Zambia and the specific needs of the target groups identified by the project
  • Actions that encourage the use of innovative approaches and intervention methodologies, with a focus on the theory of change
  • Actions that promote local ownership, contribute to structural change, long-term impact and sustainability. Cooperation with grassroots/community based organisations, government entities, and informal sector organisations as well as with private sector are encouraged
  • Capacity building methodologies (with description of the aim, principles, capacity assessment tools, type of capacity development activities, how to prioritise needs, how to monitor and evaluate the success of the proposed strategy (ies), how to follow up at the local level etc.) to be elaborated in the full application
  • As a general rule, workshops/seminars/trainings and similar activities shall be organised in the place where the majority of participants reside and work
  • Actions that apply the rights-based approach methodology, as outlined in the 2021 European Commission’s updated Toolbox for placing rights-holders at the centre of EU’s Neighbourhood, Development and International Cooperation
  • Actions that contribute to the implementation of the EU Gender Action Plan III and to the EU-Zambia CSO Roadmap 2021-2024

  • This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated.
  • Initial duration of the action- Lot 1: between 36 and 48 months
  • Initial duration of the action- Lot 2&3: between 24 and 36 months

Eligibility

  • Be a legal person
  • Be a non-profit-making entity
  • Be a specific type of organisation such as: a civil society organisation (CSO) (Lot 1&3)Be a specific type of organisation such as: a civil society organisation (CSO) active in human rights and democratic governance, or a private-sector non-profit entity, or a non-profit-making university or an international organisation (Lot 2)
Financement
  • Total budget of the call: 5.51 million euro
    • Lot 1: 3.8 million euro
    • Lot 2: 1.21 euro
    • Lot 3: 500 000 euro
  • Amount of the grant:
    • Lot 1: between 1.9 and 3.8 million euro
    • Lot 2: between 1.21 and 1.21 million euro
    • Lot 3: between 250 000 and 500 000 euro
  • Co-financing rate: between 75% and 95% of the total eligible costs
