  • IPA II beneficiary countries
  • Developing countries and territories (on the OECD DAC list of ODA recipients) that are not members of the G20
  • Overseas Countries and Territories (OCTs) covered by Council Decision 2013/755/EU of 25 November 2013 on the association of the Overseas Countries and Territories with the European Union, OECD Member States

The actions must be implemented in Mali.

Priorities and funded actions

Objectives

  • The participation of Malian youth in governance and social cohesion
  • The participation of young women in the socio-economic development of the country
  • The involvement of cultural actors in the city

Priorities

  • Priority 1: Support for the development of innovative initiatives involving artistic practices in all disciplines
  • Priority 2: Promotion of civic-mindedness and citizenship through actions combining sport and culture
  • Priority 3: Strengthening the capacities of Malian civil society organisations, in particular women’s and youth associations, to promote a favourable environment for the country’s socio-economic development by promoting the inclusion of young women and strengthening the capacities of women’s and girls’ CSOs.

Amoung financed actions

  • Strengthening the technical, organisational, financial, advocacy, dialogue and other capacities of Malian CSOs;
  • Supporting the establishment of advocacy/ consultation frameworks between CSOs, and dialogue between CSOs and local and/or national authorities;
  • Promote the establishment of platforms/networks of CSOs working in the main areas listed above;
  • Support the implementation of sustainable cultural actions in the areas listed above;
  • Support the development of cultural and/or sports activities and the engagement of youth and women through sports and culture in order to strengthen the role, responsibilities and capacities of CSOs in social cohesion;
  • Strengthen the capacities and accompany women’s organisations or those whose main objective is to promote the role and involvement of Malian women and girls in the public arena, decision-making, access to the economic market, basic services, etc.

Further information

  • This call for proposals is a restricted call for proposals. In the first instance, only short notes will be evaluated.
  • Initial duration of the action: between 24 and 48 months

Eligibility

  • Be a legal person and be non-profit making
  • Be one of the following categories of organisations: non-governmental organisation, association, public sector operator, international (intergovernmental) organisation as defined in Article 156 of the EU Financial Regulation
  • Be established in one of the eligible countries
Financement
  • Total budget of the call:
    • Lot 1 “Social cohesion and living together through culture”: 500 000 euro
    • Lot 2 “Social cohesion and living together through sport and culture”: 500 000 euro
    • Lot 3 “Women leaders as role models for the engagement of young women and girls in various fields”: 1 million euro
  • Amount of the grant:
    • Lot 1: between 150 000 and 200 000 euros
    • Lot 2: between 250 000 and 500 000 euros
    • Lot 3: between 500 000 and 1 million euros
  • Co-financing rate: between 50% and 95% of the total eligible costs of the action
