CERV – Call for proposals for Town Twinning – 2025

Objectives

• To promote exchanges between citizens of different countries
• To give citizens practical experience of the wealth and diversity of the common heritage of the Union and to make them aware that these constitute the foundation for a common future
• To guarantee peaceful relations between Europeans and to ensure their active
  participation at the local level
• To reinforce mutual understanding and friendship between European citizens
• To encourage cooperation between municipalities and the exchange of best practices
• To support good local governance and reinforce the role of local and regional authorities in the European integration process

Priorities

• Priority 1: To foster solidarity across generations and borders, emphasizing the importance of unity between citizens and Member States
• Priority 2: To give citizens a platform to express their vision for Europe and challenge euroscepticism
• Priority 3: To promote broad and inclusive participation in democratic processes, including children’s involvement in matters that concern them
• Priority 4: To promote awareness of EU citizenship rights, free movement, and fundamental rights, making them more tangible for EU citizens
• Priority 5: To improve democratic participation through cultural activities, inspired by the New European Bauhaus, and to address the needs of targeted groups in twinned municipalities

Eligibility

• Be a legal person
• Be a public or private entity
• Be established in one of the eligible countries:
• EU Member States (including overseas countries and territories)
• Non-EU states: countries associated to the Cerv Programme (Click here)
• A consortium composed of at least 2 entities, established in at least 1 different EU Member States or associated countries to the programme must be constituted
