Priorities and funded actions
Objectives
To build capacity of public authorities and healthcare providers to deploy services and systems that support the rights of natural persons
To build capacity of health data holders to improve quality of data, create dataset descriptions and labels for electronic health data they hold
To train service providers, particularly Small and Medium-sized Enterprises (SMEs), to support public authorities, healthcare providers and data holders in the implementation of the requirements set by the EHDS
To contribute to the protection and empowerment of children online

Guidance development for public authorities and healthcare providers
Development of toolboxes for data holders
Creation of dataset descriptions and data quality labelling
Training framework development and training sessions
Creation of a centre for raising awareness among children
Creation of a helpline

Eligibility
Be legal entities (public or private bodies)
Be established in one of the eligible countries, i.e.:
EU Member States (including overseas countries and territories (OCTs))
non-EU countries: listed EEA countries and countries associated to the Digital Europe Programme (list of participating countries)
Beneficiaries and affiliated entities must register in the Participant Register before submitting the proposal
A consortium composed of
minimum 5 independent applicants (beneficiaries; not affiliated entities) from 5 different eligible countries must be constituted (DIGITAL-2026-BESTUSE-10-EHDS)
there is no specific conditions regarding the composition of the consortium for the topic DIGITAL-2026-BESTUSE-10-NETWORKSICs
