EUROPEAN DEFENCE FUND (EDF) – 1st call for proposals for industrial reinforcement actions under the Ukraine Support Instrument – 2026

Objectives

• To reinforce missiles, ammunition and bombs readiness and their sovereign component base
• To enable the rapid industrial reinforcement of Member States and Ukraine for key defence product (including subcomponents) production lines

Priorities

• Priority 1: demonstrate the criticality of the targeted defence product
• Priority 2: justify the urgency of reinforcing the defence product’s availability and security of supply through the proposed industrial reinforcement activities

Eligibility

• Be legal entities (public or private bodies)
• Be established in one of the eligible countries:
  • EU Member States (including overseas countries and territories)
  • Non-EU states: Ukraine except for legal entities established in the non-government controlled areas of Ukraine
• Have their executive management structure established in eligible countries.
• Beneficiaries and affiliated entities must register in the Participant Register before submitting the proposal.
• Single applicants or consortia may apply:
  • If a single applicant, it must be a legal entity established and having its executive management structure in Ukraine
  • Consortia must have at least 1 legal entity which is established and has its executive management structures in Ukraine.

• Funding rate: up to 100% of the total eligible costs

This grant is a lump sum grant.
