The Joint Harmonised European Union Programme of Business and Consumer Surveys (BCS) constitutes an essential tool for the European Commission in fulfilling its Treaty-based obligations of surveillance of the EU economies. The BCS programme was set up based on the Commission's institutional prerogatives and constitutes an important source for decision-making of EU economic policy makers.

Priorities and funded actions

Objectives

  • To produce harmonised and comparable data sets across countries
  • To allow comparison of business cycles and calculation of meaningful indicators for the euro area and the EU as a whole
  • To establish long-term cooperation with partner institutes conducting these surveys

Priority

Priority 1: To gather information for EU Economic and Monetary Union economic surveillance and general economic policy purposes.

  • The use of the same harmonised questionnaires and a common timetable for conducting national surveys and transmitting results to ensure comparability
  •  Proposals should include appropriate communication and dissemination activities

Among financed actions

  • Conducting Business surveys (Industry, Construction, Retail trade, Services) and Consumer surveys
  • Performing monthly, quarterly, and bi-annual surveys based on harmonised questionnaires
  • Undertaking appropriate communication and dissemination activities at the national level, feeding results into economic analysis and research, and fostering critical review by experts

Eligibility

  • Be a legal person
  • Be a public or private entity
  • Be established in one of the eligible countries:
    • EU Member States (including overseas countries and territories)
    • Non-EU states: Albania, Montenegro, North Macedonia, Serbia, Tűrkiye (Click here)

  • Initial duration of the action: 24 months
    • For specific grants, the projects should normally be 12 months
