Digital Europe – Preparatory actions for the data space for smart communities – 2021

The Digital Europe 2021-2027 programme aims to support and accelerate the digital transformation of the European economy, industry and society, to bring its benefits to citizens, public administrations and businesses across the Union, and to improve the competitiveness of Europe in the global digital economy while contributing to bridging the digital divide across the Union and reinforcing the Union’s strategic autonomy, through holistic, cross-sectoral and cross-border support and a stronger Union contribution.

  • Countries eligible for the grant:
    • non-EU countries listed EEA countries and countries associated to the Digital Europe Programme or countries which are in ongoing negotiations for an association agreement and where the agreement enters into force before grant signature.

Priorities and funded actions

Objective

  • To enable the establishment of a data governance mechanism, with a detailed roadmap on how the data space for smart communities will connect local data ecosystems at the EU level that could be interconnected with the future Green Deal Data space.

Priorities 

  • Develop a multi-stakeholder data governance scheme, bringing together local data ecosystem stakeholders, to jointly identify the data infrastructures to federate in order to enable a data space for smart communities at the EU level;
  • Elaborate a blueprint for the data space for smart communities based on existing EU legislation and data policies, as well as on common principles agreed at sector or local levels;
  • Bring an agreed set of priority datasets and data themes (public, private, including citizen-collected, etc.), including real-time data, into conformity with the new blueprint standards and principles.

Among financed actions

  • Defining of the data space reference architecture, building blocks and common toolboxes to be used, the common standards, including semantic standards and interoperability protocols, both domain specific and crosscutting, the data governance models, business models and strategies for running data spaces;
  • Developement of a sustainable data governance scheme for the smart communities’ data space as well as a blueprint that connects existing local data ecosystems and EU systems and enables public and private stakeholders to develop cross-sector, cross-community, data services, including AI-enabled data services.

  • This call for proposals is a restricted call for proposals.
  • Initial duration of the action: 12 months

Eligibility

  • Be a legal person;
  • Be a public or private entity;
  • A consortium composed of at least 3 entities, established in at least 3 different eligible countries must be constituted.
Financement
  • Call budget: 548 million euro
  • Topic budget: 1 million euro
  • Amount of the grant: 1 million euro
  • Co-financing rate: up to 100% of the total eligible costs
