Priorities and funded actions

Objectives 

  • To support cities and regional authorities with the necessary capacity and skills to deliver and implement decarbonisation plans and strategies for the clean energy transition
  • To support the implementation of the main pieces of legislation in the field of sustainable energy
  • To help implement current and future building policies, notably in view of the revised Energy Performance of Buildings Directive (EPBD) but also considering aspects of the New European Bauhaus initiative
  • To support the clean energy transition and decarbonisation of industry by bridging the gap between the demand and supply side of net-zero energy technologies as well as by fostering collaborative approaches among companies operating in physical proximity
  • To address the skills gap slowing the clean energy transition and Europe’s economic growth
  • To advance towards carbon neutrality and to phase out EU dependence on fossil fuels imports, there is an urgent need to reduce fossil fuel consumption for heating and/or cooling purposes
  • To increase the amount of private finance allocated to energy efficiency and renewable energy sources by establishing innovative financing schemes
  • To provide technical assistance for public and private developers to transform sustainable energy project ideas into ambitious and large-scale investments
  • To tackle energy poverty by addressing its root causes across sectors like energy, health, housing, and social policy, through coordinated and holistic action
  • To establish or expand services supporting the set-up and growth of energy communities

Priorities 

  • Priority 1: Build a national, regional, and local policy framework supporting the clean energy transition
  • Priority 2: Accelerate technological deployment, digitalization, new services and business models, and the improvement of professional skills in the market
  • Priority 3: Attract private financing for sustainable energy
  • Priority 4: Support the development of local and regional investment projects
  • Priority 5: Involve and empower citizens in the clean energy transition

  • Capacity building, information sharing, and awareness raising
  • Policy framework development, political dialogue, and market monitoring
  • Data collection and standardization
  • Acceleration of technology deployment, digitalization, and creation of new business models
  • Workforce upskilling and private financing attraction
  • Development and support of local and regional investment projects
  • Citizen involvement and empowerment in the energy transition

Eligibility 

  • Be a legal person
  • Be a public or private entity
  • Be established in one of the eligible countries:
    • EU Member States (including overseas countries and territories)
    • Non-EU states: listed EEA countries and countries associated to the LIFE Programme (Click here)
  • A consortium composed of:
    • at least 3 entities, from 3 different eligible countries which complies different conditions (see details on the call document) must be constituted (LIFE-2025-CET-LOCAL, LIFE-2025-CET-POLICY, LIFE-2025-CETBETTERRENO, LIFE-2025-CET-INDUSTRY, LIFE-2025-CET-DHC, LIFE-2025-CET-EUCF, LIFE-2025-CET-ENERPOV and LIFE-2025-CET-ENERCOM)
    • at least 1 entities from an eligible country, which complies different conditions (see details on the call document) must be constituted (LIFE-2025-CET-BUILDSKILLS, LIFE-2025-CET-PRIVAFIN, LIFE-2025-CETOSS and LIFE-2025-CET-PDA)
