Priorities and funded actions

Objectives

  • To facilitate the transition toward an energy-efficient, renewable energy-based, climate-neutral and -resilient economy by funding coordination and support actions across Europe
  • To provide local and regional authorities with the necessary capacity, skills and organisational structures to deliver and implement plans and strategies for the clean energy transition (CET) (Topic 1)
  • To support the implementation of the main pieces of legislation in the field of sustainable energy (Topic 2)
  • To maximise use of and valorising EPREL data through innovative applications (Topic 3)
  • To help implement current and future buildings policies, notably in view of the revised Energy Performance of Buildings Directive (Topic 4)
  • To support the clean energy transition and decarbonisation of businesses by strengthening national and regional ecosystems for energy management systems and energy audits and by fostering collaborative approaches between companies (Topic 5)
  • To increase the number of skilled building professionals at all levels of the building design, operation and maintenance value chain (Topic 6)
  • To complement existing legislative and financial incentives at the EU, national and local levels and to facilitate a large-scale rollout of high-quality heat pump installations (Topic 7)
  • To enable modernisation and fuel switch through support for investment plans and skills development(Topic 8)
  • To increase the amount of private finance allocated to energy efficiency and small-scale renewable energy sources by establishing innovative financing schemes for investments in sustainable energy and/or engaging with financial institutions to develop financial products and adapt their investment practices (Topic 9)
  • To support the creation or replication of One-Stop-Shops, proposing integrated services for clean energy transition in buildings and businesses (Topic 10)
  • To deliver energy efficiency and renewable energy investments of ambition and scale (Topic 11)
  • To involve and empower citizens in the clean energy transition (Topic 12)
  • To set up a ‘European Energy Communities Facility’ and run to deliver financial support to third parties and appropriate support services for the early stages of energy community projects in the EU (Topic 13)

  • This call for proposals is an open call for proposals.

Eligibility

  • Be a legal entity (public or private body)
  • A consortium composed of at least 3 entities, established in at least 3 different EU Member States or associated countries to the programme must be constituted except for topics LIFE-2023-CET-BUILDSKILLS (Topic 6), LIFE-2023-CET-OSS (Topic 10) and LIFE-2023-CETPDA (Topic 11)
Financement
  • Total budget of the call: 99 million euro
  • Co-financing rate: up to 95% of the total eligible costs
