Priorities and funded actions

Objectives

  • To foster functioning pluralistic, participatory and representative democracy in the Eastern Neighbourhood
  • To support the monitoring and observation of electoral processes in the Eastern Neighbourhood, and strengthen capacities of CSOs to do so

Priorities

  • Priority 1: To provide financial support to CSOs in the Eastern Partnership countries to prepare, organise and implement civil society election observation activities
  • Priority 2: To conduct activities to strengthen the capacities of CSOs to monitor electoral processes and perform election observations in the Eastern Partnership countries
  • Priority 3: To review implementation of ODIHR, Venice Commission and other relevant bodies recommendations relating to electoral processes

Among financed actions

  • Preparation, organisation and deployment of CSO election monitoring/observation missions
  • Capacity building activities, training, coaching and on-the-job-training activities aimed at strengthening CSO’s (including grassroots organisations’) technical capacities in the area of electoral observation, as well as advocacy capacities in the area of electoral reforms
  • Policy research and analysis on electoral reforms, including in follow-up to ODIHR

Additional information

  • This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated.
  • Initial duration of the action: between 40 and 48 months

Eligibility

  • Be a legal entity
  • The lead applicant must be the beneficiary of a Financial Framework Partner Agreement under call EuropeAid/164964/DH/FPA/Multi
  • Be a persons who have powers of representation, decision-making or control
Financement
  • Total budget of the call: 6 million euro
  • Amount of the grant: between 4 and 6 million euro
  • Cofinancing rate: between 55% and 90% of the total eligible costs
