Priorities and funded actions

Objectives

  • To empower civil society organisations and to support their efforts to promote, advance and defend human rights and consolidate their role as actors for positive change
  • To shed light on the fate of missing persons from the 1990s conflict (Lot 1)
  • To prevent and fighting against all forms of discrimination (based on gender, sexual orientation, disability, or faced by non-majority groups, elderly people, and children) (Lot 2)

Priorities

Lot 1:

  • Priority 1 – To support the Right to Know initiatives, dialogue, accountability and justice in the framework of transitional justice processes

Lot 2:

  • Priority 1 – To strengthen capacities of civil society organisations in fighting against discrimination in all its forms
  • Priority 2 – To promote awareness and understanding of the negative effects of discrimination and highlight the importance of diversity, inclusion and respect of fundamental rights of members of vulnerable groups (women, children, elderly, people with disabilities, LGBTIQ+ individuals, and/or nonmajority communities)

Among financed actions

Lot 1:

  • Actions supporting the implementation of the legal framework
  • Support to the government to develop institutional and legislative initiatives or strategies related to transitional justice
  • Support to missing persons’ families or representatives’ groups to develop effective advocacy strategies, raise awareness and debate on missing persons’ issues as well as help them in (re)searching and sharing information
  • Facilitate inter-institutional coordination and cooperation and strengthen communication between the State and family associations and among family associations from Kosovo and other countries if relevant
  • Collaborate with international organizations to support efforts to locate and identify missing persons

Lot 2:

  • Actions giving a voice to help, provide access to remedies, and empower victims of human rights abuses with a specific focus on people living in the most vulnerable situations, children, elderly, people with disabilities, LGBTIQ+ individuals, non- majority groups
  • Actions building capacities of local and national authorities to fight against all forms of discrimination
  • Actions supporting the update and implementation of the legal framework
  • Actions promoting inclusion and re-integration
  • Actions supporting the strengthening of monitoring and reporting mechanisms
  • Actions to support data collection on incidents of discrimination to help identify patterns and trends, and inform policy and programmatic interventions
  • Training and awareness raising actions to educate about human rights and non-discriminatory practices
  • Advocacy actions

Additionnal information

  • This is a restricted call for proposals. In the first instance, only concept notes must be submitted for evaluation.
  • Initial duration of the action: between 24 and 36 months

Eligibility

  • Be a legal person
  • Be non-profit-making
  • Be a civil society organisation
  • be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), i.e. not acting as an intermediary
  • Have a minimum of 2 years of experience in the field of application within the last 5 years, at the submission deadline for concept notes
Financement
  • Total budget of the call: 195,416.00 euro
  • Total budget of the topic:
    • Lot 1: 195,416.00 euro
    • Lot 2: 430,000.00 euro
  • Amount of the grant:
    • Lot 1: between 190,000.00 and 195,416.00 euro
    • Lot 2: between 190,000.00 and 215,000.00 euro
  • Co-financing rate: between 55% and 95% of the total eligible costs
