Priorities and funded actions

Objectives
* Lot 1 – Participation of civil society: to strengthen the participation and role of civil society in the implementation of international agreements in the commercial and/or environmental and/or climate area, to which Brazil and the European Union are signatories
* Lot 2 – Sustainable Development, BioEconomy and Circular Economy: to foster the development of sustainable socioeconomic activities in a context of post-Pandemic recovery in the Legal Amazon
* Lot 3 – Indigenous people’s rights: to support indigenous peoples in the Legal Amazon.

Priorities
* Lot 1:
– Mechanisms for the representation and participation of civil society in the implementation of commitments of international agreements;
– Transparency and visibility in the implementation of commitments of international agreements, including the production and systematisation of data and information;
– Initiatives that support the effectiveness of social-environmental and human rights clauses in relation to the commercial/economic axes

* Lot 2:
– Use of sustainable technologies that stimulate a bio-economy or circular economy in sectors hit by the paralysis of economic activity during the pandemic;
– Partnership with companies and private enterprises, as well as with local public authorities, for the construction of circular and sustainable economic activities to generate work and income;
– Business association initiatives to strengthen social and environmental responsibility (Responsible Business Conduct) of companies focused on post-pandemic recovery

* Lot 3: 
– Initiatives that support the territorial integrity, protection and security of Indigenous Lands;
– Implementation of political and administrative partnerships with the governments of the Legal Amazon for the realization of indigenous rights;
– Development of sustainable socioeconomic activities that strengthen Indigenous Peoples and other actions aimed at confronting the OVID-19 in the (post-) pandemic period

Amongst financed actions
* Activities to achieve the specific objective of the project: must be identified by the applicant;
* If the baseline has not been established at the beginning of the project, provide, as the first activity of the project, the establishment of the baseline;
* Monitoring, evaluation and systematisation: the applicant must establish a permanent system for monitoring activities and provide for appropriate activities for monitoring, evaluation and systematisation;
* Expenditure Verification Reports;
* Participate in Training Sessions at the Delegation of the European Union in Brasilia;
* EU Meeting and new projects;
* Course on results-based project management;
* Participate in a Thematic Seminar and exchange of experience;
* Communication and visibility

Additional information
* This call for proposals is a restricted call for proposals. In the first place, only concept notes will be evaluated 

* Initial duration of the action: between 34 and 48 months

* Eligibility: 
– Lot 1:
> Have legal personality;
> Be non-profit-making;
> Be a citizen of Brazil or a Member State of the European Union or a Member State of the European Economic Area (Iceland, Liechtenstein and Norway);
> Be a CSO or a platform, or representative coalition of CSO formed in accordance with the laws in force in the country concerned;
> Have at least 3 years’ experience in the topic to be addressed by the proposal;
> Be directly responsible, together with its co-applicant(s) and affiliated entity(ies), for the preparation and management of the action and not act as an intermediary;
> Apply together with the applicants;
> International organisations are not eligible but may participate as associates

– Lot 2 and 3:
> Have legal personality;
> Be non-profit-making;
> Be a CSO or a platform, or representative coalition of CSOs formed in accordance with the laws in force in the country concerned;
> Be established in Brazil;
> Have at least 3 years experience in the subject to be addressed by the proposal;
> Be directly responsible, together with its applicant(s) and affiliated entity(ies), for the preparation and management of the action and not act as an intermediary;
> Apply together with the applicants;
> International organisations are not eligible but may participate as associates

– There is no minimum and maximum number of applicants;
– For lot 1, the participation of at least one broker legally established in Brazil is required;
– For lots 2 and 3, if the main applicant is not established in the Brazilian Legal Amazon, the participation of at least one applicant legally established in the Brazilian Legal Amazon is required

* The actions must take place in Brazil, with the following specificities:
– Lot 1: the actions must be in Brazil;
– Lots 2 and 3: the actions must be carried out in the Brazilian Legal Amazon

Financement

* Indicative budget per lot: 
– Lot 1:  1,500,000 euros
– Lot 2:  1,950,000 euros
– Lot 3:  1,950,000 euros

* Grant amount: 
– Lot 1: between 400,000 and 500,000 euros
– Lot 2: between 500,000 and 650,000 euros
– Lot 3: between 500,000 and 650,000 euros 

* Co-financing rate: between 65% and 90% of the total eligible costs
