Priorities and funded actions

Objectives
* To enhance human capital development in Africa;
* To strengthen intra-African collaboration as called for by Agenda 2063;
* To increase the employability of students;
* To improve the quality of higher education in Africa and its relevance to Africa’s development vision;
* To strengthen the modernisation and internationalisation of African higher education institutions;
* To promote the development of an African higher education and research space

Priorities
* Helping students and staff of Higher Education Institutions (HEIs) acquire stronger knowledge and skills;
* Contributing to improve the quality and relevance of teaching and learning through exchanges of practice;
* Developing higher education capacity to generate African solutions to African challenges and to build an African higher education and research space;
* Strengthening the modernisation and internationalisation strategies of HEIs through the establishment of mechanisms to manage the mobility flows;
* Increasing HEIs’ capacity to forge partnerships with other institutions to undertake joint collaboration and research;
* Bringing together HEIs from different regions which will have to set up adequate mechanisms to organise the exchanges;
* Enhancing harmonisation and standardisation of higher education in line with the African Union Strategy for Harmonisation of Higher Education

Among financed actions:
* Organisation and implementation of student mobility in high quality master level and doctoral programmes;
* Provision of education/training and other services to eligible students;
* Organisation and implementation of staff mobility with the provision of teaching/training, research assignments and other services

Additional information
* This call for proposals is an open call for proposals

* Initial duration of the action: 60 months

* Activities shall start on 1st January 2021

* Eligibility:
– Be a partnership composed of :
> A minimum of 4 HEIs (including the lead applicant) from Africa and one technical partner from an EU Member State;
> A maximum of 6 HEIs (including the lead applicant) from Africa and one technical partner from an EU Member State;
> No more than 2 HEIs (including the lead applicant) from the same country; 
> HEIs from a minimum of 3 African regions (taking into account the lead applicant); 
– Be a legal person legally established for more than 3 years and providing a Legal Entity Form;
– Be a Higher Education Institutions (HEIs) – private or public – proviing courses at the post graduate level (masters level and/or doctoral degree) of higher education leading to a qualification recognised by the competent authorities in their own country;
– Be registered and established in Africa

* Mobility must take place in Africa and in a country different than the one of nationality and residence of the scholarship holder

Financement

* Amount of the grant: between 1 and 1.4 million euro 

* The Agency expects to fund 7-8 proposals

* The total budget should allow around 350 mobility flows
