Priorities and funded actions

Objective

To improve the protection of public spaces, particularly on enhanced public-private cooperation, the development and implementation of good practices at local level and also of those practices listed in the Commission Staff Working Document “Good practices to support the protection of public spaces”

Priorities

  • Priority 1: to enhance the protection against and detection of CBRN and explosives threats for different types of public spaces and critical infrastructures
  • Priority 2: to enhance the protection of Member States’ against the threats posed by non-cooperatives UAS
  • Priority 3: to enhance the implementation of Regulation (EU) 2019/1148 on the marketing and use of explosives precursors

Among financed actions

  • Assessment and planning, awareness and training, physical protection and cooperation
  • Development of guidance materials on better protection against and detection of CBRN and explosives threats, for different types of public spaces
  • Development and implementation of security concepts, measures and programs for different types of public spaces
  • Development of training modules for Member States law enforcement/civil agencies in charge of countering/mitigating the threat posed by non-cooperative UAS, covering different functions and responsibility levels, incl. command, acquisition, operations management, training and operator in the
    field.
  • Activities promoting networking, public-private partnerships, mutual confidence, understanding and learning, identification and dissemination of best practices and innovative approaches at Union level, training and exchange programme about the marketing and use of explosives precursors.

  • This call for proposals is an open call for proposals
  • Initial duration of the action: 24 months

Eligibility

  • Be legal entities (public or private bodies)
  • Be established in one of the eligible countries
  • A consortium of at least 2 applicants (beneficiaries; not affiliated entities) from 2 different eligible countries
  • International organisations can not apply as coordinator
Financement
  • Total budget of the call: 14.5 million euro
  • Budget of the topic “Public spaces, CBRN-E, CUAS, explosives”: 4.9 million euro
  • Amount of the grant: between 500,000 and 3 million euro
  • Co-financing rate: 90%
