PPPA – Developing a strategic research, innovation and implementation agenda and a roadmap for achieving full digital language equality in Europe by 2030 – 2021

A Pilot Project is an initiative of an experimental nature designed to test the feasibility of an action and its usefulness and lasts not more than two years. A Preparatory Action - normally the successor of a successful pilot project on the same matter - is designed to prepare new actions like EU policies, legislation, programmes etc. with funding for not more than three years.

Priorities and funded actions

Objectives

  • To maintain and further define the strategic research and implementation agenda for achieving full digital language equality in Europe by 2030 developed in the first pilot project funded on the basis of 2020 work programme;
  • To strengthen the engagement and dissemination effort towards stakeholers who can contribute to or benefit from the developed agenda;
  • To document stakeholder commitment to the implementation of the agenda;
  • To provide incentives to stakeholders in user industries to implement language technologies based on the SRIA.

Priorities

  • Priority 1: to define a prioritized list of missing language resources and/or tools for each language covered which are needed to improve the technological support for this language;
  • Priority 2: to define the prioritized language resources and/or tools qualitatively and quantitatively;
  • Priority 3: to extend the SRIA with clearly defined use cases and best-practice examples of language resource development and language technology implementations in all relevant industry sectors and areas of life, including feasability studies, cost estimates, KPIs and guidelines for concrete implementations;
  • Priority 4: to create a liaison between all relevant stakeholders through public consultations and on-going dialogues with view to maintaining and refining the agenda;
  • Priority 5: to promote the SRIA beyond the existing stakeholders and reach end-users from all industry sectors;
  • Priority 6: to engage with the relevant policy-making bodies and funding agencies, research, industry and user stakeholders on European, national and regional level to document their interest and commitment in engaging own resources in the development and a later usage/uptake of specific language resources and/or tools.

  • Cooperation projects;
  • Awareness and dissemination actions;
  • Actions aiming at the creation and improvement of networks, exchanges of good practices;
  • Desk research, consultations, surveys, studies, analyses, mapping projects;
  • Research activities;
  • Project website;
  • Putting together best practice examples, preparation and publishing of ready-to-use guidelines;
  • Financial support to third parties.

  • This call for proposals is an open call for proposals.
  • Initial duration of the action: 12 months.

Eligibility

  • Be a legal person;
  • Be a public or private entity;
  • Be a non-profit making entity;
  • Be a public authority (national, regional, local);
  • Be an international organisation;
  • Be a university or a research centre;
  • Be a profit making entity;
  • A consortium composed of at least 3 entities established in at least 2 different EU Member States or associated countries to the programme must be constituted.
Financement
  • Amount of the grant: 1 million euro;
  • Co-financing rate: up to 90% of eligible costs.
