The Citizens, Equality, Rights and Values programme (CERV) brings together two programmes from the previous multiannual financial framework 2014-2020, the Rights, Equality and Citizenship programme and the Europe for Citizens programme. The CERV programme aims to protect and promote the rights and values enshrined in the EU Treaties, in particular by supporting civil society organisations, in order to sustain open, democratic and inclusive societies.

Objectives

  • To protect and promote Union values
  • To promote rights, non-discrimination and equality, including gender equality, and to advance gender mainstreaming and the mainstreaming of non-discrimination
  • To promote citizens’ engagement and participation in the democratic life of the Union and exchanges between citizens of different Member States, and to raise awareness of their common European history
  • To fight violence, including gender-based violence

Priorities

  • Protecting and strengthening democracy and the rule of law at local, regional, national and transnational levels
  • Preventing and supporting global policies to combat inequality and discrimination
  • Protecting and promoting the rights of the child, people with disabilities, rights linked to Union citizenship and personal data protection
  • Strengthening citizens’ understanding of the Union, its history, cultural heritage and diversity
  • Promoting exchanges and cooperation between citizens of different countries, as well as the civic and democratic participation of citizens
  • Preventing and combating all forms of violence against children, young people and women, as well as all groups at risk, and supporting and protecting the victims of such violence
