The impact of the Russia-Ukraine conflict on the Horizon Europe programme

In view of the continuing conflict situation in Ukraine, European Commissioner Mariya Gabriel has decided to take a set of measures directly impacting Horizon 2020 and Horizon Europe programmes linked to Russian entities.

On 3 March 2022, in response to the Russian military aggression against Ukraine, EU Commissioner Mariya Gabriel expressed the EU’s solidarity with Ukraine and its people and announced a series of measures impacting Horizon 2020 and Horizon Europe:

  • Stopping commitments to new cooperation projects with Russian entities until further notice;
  • Suspension of contracting for 4 projects involving 5 Russian research organisations;
  • Suspension of all payments to Russian entities under existing contracts;
  • Administrative measures to allow successful Ukrainian beneficiaries to receive funds from EU R&I programmes.
