CERV – Call for proposals for 4-year framework partnership agreements to support European networks, civil society organisations active at EU level and European think tanks in the areas of Union values – 2021

To protect, promote and raise awareness on rights by providing financial support to civil society organisations active at local, regional and transnational level in promoting and cultivating these rights, thereby also strengthening the protection and promotion of Union values and respect for the rule of law and contributing to building a more democratic EU, democratic dialogue, transparency and good governance.

Priorities and funded actions

Priorities: 

  • Priority 1: Promotion and protection of Union values;
  • Priority 2: Promotion of equality, preventing and combating discrimination;
  • Priority 3: Promotion of gender equality;
  • Priority 4 : Fight racism, xenophobia and all forms of intolerance;
  • Priority 5: Protection and promotion of the rights of the child;
  • Priority 6: Promotion of European remembrance;
  • Priority 7: Promotion of citizen engagement;
  • Priority 8: Prevention and fight against gender-based violence;
  • Priority 9: Prevention and fight against violence against children.

Among financed activities:

  • Analytical activities;
  • Training and capacity building activities;
  • Mutual learning and exchange of good practices;
  • Information and dissemination activities with EU added value.

Additional information:

  • This call for proposals is an open call for proposals.
  • Initial duration of the action : 48 months.

Eligibility:

  • Be legal entities, private non-profit organisations (private bodies);
  • Be established in in a Member State of the European Union;
  • Be a single applicant;
  • For Priority 6: be an established formal network, organised at European level and with member organisations/bodies or authorities from at least 14 EU Member States, or an established civil society organisation active at EU level or a European think tank;
  • For Priority 7 : be an established formal network, organised at European level and with member organisations/bodies or authorities from at least 14 EU Member States, or an established civil society organisation active at EU level with activities in at least 14 Member States or a European think tank;
  • For Priority 8: be an established formal network organised at European level and with member organisations/bodies or authorities from at least 14 EU Member States, or an established civil society organisation active at EU level with activities in at least 14 Member States or a European think tank.
Financement
  • Indicative budget per lot:

Lot 1 “Union Values” : 20.9 million euros;

Lot 2 “Promote and protect Union values”: 1.1 million euros;

Lot 3 “Promote equality, prevent and combat discrimination”: 4.1 million euros;

Lot 4 “Promote gender equality”: 1.6 million euros;

Lot 5 “Combat racism, xenophobia and all forms of intolerance”: 2.6 million euros;

Lot 6 “Protect and promote the rights of the child”: 1.2 million euros;

Lot 7 “Promote European remembrance”: 1.7 million euros;

Lot 8 “Promote citizens’ engagement and participation”: 6 million euros;

Lot 9 “Prevent and combat gender-based violence”: 1.6 million euros;

Lot 10 “Prevent and combat violence against children”: 1 million euros

  • Amount of the grant: The maximum amount shall not exceed 60, 000 euros.
