Priorities and funded actions

Objectives

Topic 1 “LIFE-2023-STRAT-ENV-SIP-two-stage – Strategic Integrated Projects – Environment”:

  • Circular Economy: National or Regional Circular Economy Action Plans, Strategies, Roadmaps or similar, which are officially approved, and which include specific and measurable actions, or targets, with a clear timeline and are in line with or complementing the objectives of the EU Circular Economy Action Plan
  • Waste: National and regional Waste Management Plans (WMPs) pursuant to Article 28 of the Waste Framework Directive and/or Waste Prevention Programmes (WPPs) as requested by Article 29 of the Waste Framework Directive
  • Water: River Basin Management Plans (RBMPs) pursuant to Annex VII to the Water Framework Directive, Flood Risk Management Plans (FRMPs) pursuant to the Floods Directive or Marine Strategies pursuant to the Marine Strategy Framework Directive
  • Air: Air Quality Plans pursuant to the Air Quality Directive or National Air Pollution Control Programmes (NAPCP) pursuant to the National Emission Ceilings Directive

Topic 2 “LIFE-2023-STRAT-CLIMA-SIP-two-stage – Strategic Integrated Projects – Climate Action”:

  • National Energy and Climate Plans (NECP) Regulation on thegovernance of the energy union and climate action (EU)2018/1999
  • National Energy Efficiency Action Plans (NEEAP)
  • National or regional adaptation strategies or action plans
  • Urban or community-based action plans pioneering the transition to a climate neutral and/or climate resilient society, including climate-neutral cities plans and actions, for instance in the context of the EU Mission ‘Climate neutral and smart cities’ and Sustainable Urban Mobility Plans
  • National, regional or industry-/sector-specific greenhouse gas mitigation strategies or low carbon economy roadmaps

Among financed actions

Topic 1 “LIFE-2023-STRAT-ENV-SIP-two-stage – Strategic Integrated Projects – Environment”:

  • Support the application, development, testing and demonstration of integrated approaches for the implementation of National or Regional Circular Economy Action Plans, Strategies, Roadmaps or similar
  • Support the application, development, testing and demonstration of integrated approaches for the implementation of the WMPs
  • Support the targeted implementation of measures that will deliver progress towards achievement of Water Framework Directive good status/potential objectives
  • Support the targeted implementation of measures identified in the flood risk management plans established in Member States, focused on prevention, protection and preparedness pursuant to the Directive on the assessment and management of flood risks
  • Support the application, development, testing and demonstration of integrated approaches for the implementation, monitoring and further development of local and regional Air Quality Plans (AQPs)

Topic 2 “LIFE-2023-STRAT-CLIMA-SIP-two-stage – Strategic Integrated Projects – Climate Action”:

  • Support the implementation of national climate change adaptation strategies or plans, as required under the European Climate Law, or comparable regional, multi-regional or transnational strategies and plans
  • Support the implementation of urban action plans pioneering the transition to a climate neutral and/or climate resilient society
  • Support the implementation of greenhouse gas mitigation strategies, action plans or low carbon economy roadmaps

  • This call for proposals is an open call for proposals
  • Initial duration of the action: between 60 and 120 months

  • Be legal entity (public or private body)
Financement
  • Total budget of the call: 82.8 million euro
  • Total budget of the topic:
    • Topic 1 “LIFE-2023-STRAT-ENV-SIP-two-stage – Strategic Integrated Projects – Environment”: 52.8 million euro
    • Topic 2 “LIFE-2023-STRAT-CLIMA-SIP-two-stage – Strategic Integrated Projects – Climate Action”: 30 million euro
  • Amount of the grant: between 10 and 30 million euro
  • Co-financing rate: up to 60% of the total eligible costs
