The European Peace Facility (EPF) is a funding instrument outside the European Union budget. It is financed by direct contributions from Member States. The EPF replaces the African Peace Facility and the Athena mechanism. It continues to finance actions previously supported by these mechanisms, while benefiting from an enlarged scope and geographical coverage.

Objective

To finance by Member States of Union actions under the Common Foreign and Security Policy (CFSP) to preserve peace, prevent conflicts and strengthen international security in cases where the operating expenditure arising from those actions is not charged to the Union budget.

Priorities 

  • To contribute to the financing of Union operations conducted within the framework of the common security and defence policy and having military or defence implications
  • To strengthen the military and defence capabilities of third States and regional and international organisations to preserve peace, prevent, manage and resolve conflicts and address threats to international security
  • To contribute to the financing of peace support operations led by a regional or international organisation or third States
  • To finance other operational actions of the Union carried out in the framework of the Common Foreign and Security Policy (CFSP) and having military or defence implications

  • Actions to strengthen the capacities of third States and regional and international organisations relating to military and defence matters
  • Support to military aspects of peace support operations led by a regional or international organisation or by third States
