IBMF – Integrated Border Management Fund – 2021-2027

Grants for harmonise application of customs controls by the Member States. The IBMF comprises on the one hand, the Border Management and Visa Instrument for checking people and on the other hand, the Customs Control Equipment Instrument for checking goods. Each financing instrument has thus a dedicated scope.

The Integrated Border Management Fund, successor of the Internal Security Fund: Border and Visa strand, supports border management at the external borders in order to facilitate legitimate border crossings, prevents and detects illegal immigration and cross-border crime, and manages migratory movements; it supports the common visa policy with regard to issuing visas and facilitating legitimate travel while helping to prevent migratory and security risks.

Objective

  • To ensure strong and effective integrated European border management at the external borders while safeguarding the free movement of people within the borders, and fully respecting the relevant provisions of the EU acquis and the international obligations of the EU and the Member States arising from international agreements to which they are parties.

Priorities 

  • To support an effective European integrated border management at the external borders, implemented by the European Border and Coast Guard as a shared responsibility with the national authorities responsible for border management, to facilitate legitimate border crossings, to prevent and detect illegal immigration and cross-border crime and to effectively manage migratory movements
  • To support the common visa policy, to ensure a harmonised approach with regard to the issuance of visas and to facilitate legitimate travel, while helping to prevent migratory and security risks
  • Help Member States purchase, maintain and upgrade state-of-the-art customs equipment such as new scanners, automated number plate detection systems, teams of sniffer dogs and mobile laboratories for sample analysis

  • Actions to ensure interoperability of EU information systems, including the entry/exit system, the visa information system, the European travel information and authorisation system, the Eurodac, and the Schengen information system
