CERV – Call for proposals to prevent and combat gender-based violence and violence against children – 2026

Objectives

• To prevent and combat all forms of gender-based violence against women and girls in all their diversity and domestic violence
• To prevent and combat all forms of violence against children, young people and other groups at risk, such as LGBTQI persons and persons with disabilities
• To support and protect all direct and indirect victims of the forms of violence
• To promote a holistic and integrated approach to combating all forms of violence

Priorities

• Priority 1: supporting intermediary organisations (providing financial support to civil society organisations) working in the fields of genderbased violence and violence against children
• Priority 2: protecting and supporting victims and survivors of gender-based violence
• Priority 3: targeted actions for the prevention of gender-based violence
• Priority 4: supporting the achievement of the objectives of the Council of Europe Convention on preventing and combating violence against women and domestic violence in the Union and the implementation of the Directive on combating violence against women and domestic violence
• Priority 5: strengthening integrated child protection systems, including through cross-sectoral collaboration, and ensuring child-centred, coordinated responses to violence against children, contributing to the implementation of the Commission Recommendation on integrated child protection systems

• Awareness-raising
• Capacity-building and training for professionals and relevant stakeholders
• Design and implementation of strategies, protocols, development of transferable working methods and tools, coordination of platforms and groups
• Identification and exchange of good practices

Eligibility

• Be legal entities (public or private bodies)
• Be established in one of the eligible countries:
  • EU Member States (including overseas countries and territories)
  • Non-EU states: countries associated to the CERV Programme or countries which are in ongoing negotiations for an association agreement and where the agreement enters into force before grant signature (list of participating countries)
• Beneficiaries and affiliated entities must register in the Participant Register before submitting the proposal
• For priority 1 and 4, proposals can be submitted by either a single applicant (monobeneficiary) or by a consortium.
• A consortium composed of at least 2 applicants (beneficiaries; not affiliated entities nor associated partners) must be constituted.
• The beneficiaries must be public entities or private organisations, duly established in one of the eligible countries, or an international organisation.
• Organisations which are profit-oriented cannot submit applications as lead applicants, but only in partnership with public entities, private non-profit organisations, or international organisations.

Additional information

• Initial duration of the action: between 12 and 36 months

Extensions are possible, if duly justified and through an amendment to the grant agreement.

• Amount of the grant: between 200,000 and 2.500.000 euros

The grant awarded may be lower than the amount requested.

• Funding rate: up to 90% of the total eligible costs

This grant is a lump sum grant.
