The Justice Programme is part of the Justice, Rights and Values Fund along with the CERV Programme. It contributes to the further development of a European area of justice based on the rule of law, including independence and impartiality of the judiciary, on mutual recognition, mutual trust and judicial cooperation. It is strengthening democracy, rule of law, and fundamental rights.

Objective

  • Contribute to the further development of a European area of justice based on the rule of law, including the independence and impartiality of the judiciary, mutual recognition and mutual trust, and judicial cooperation

Priorities

  • Support judicial cooperation in civil and criminal matters, and promote the rule of law and the independence and impartiality of the judiciary
  • Promote the training of magistrates and judicial staff to foster a common legal and judicial culture based on the rule of law, and the effective implementation of EU legal instruments
  • Facilitating effective, non-discriminatory access to justice for all and to effective remedies, the establishment of efficient civil and criminal procedures, and support for the rights of all victims of crime and the procedural rights of suspects and defendants

Financed actions

  • Raising awareness, dissemination of information to improve knowledge of Union policies and Union law, including substantive and procedural law, instruments of judicial cooperation, relevant case law of the Court of Justice of the European Union, comparative law and European and international standards
  • Mutual learning through the exchange of good practices between stakeholders in order to improve knowledge and mutual understanding of civil and criminal law and of the legal and judicial systems of the Member States, including the rule of law, and to strengthen mutual trust
  • Analytical and monitoring activities aimed at improving knowledge and understanding of potential obstacles to the proper functioning of a European area of justice and at improving the implementation of Union law and policies in the Member States
  • Training of relevant actors to improve knowledge of Union policies and law, including, inter alia, substantive and procedural law, the use of EU judicial cooperation instruments, relevant case law of the Court of Justice of the European Union, legal language and comparative law
  • Development and maintenance of information and communication technology (ICT) tools to improve the efficiency of judicial systems and their cooperation through the use of information and communication technologies, including cross-border interoperability of systems and applications
  • The development of the capacities of the principal networks at European level and of the European Judicial Networks, including networks established under Union law to ensure the effective application and enforcement of Union law, to promote and further develop Union law, policy objectives and strategies in the areas covered by the programme, and to support civil society organisations active in the areas covered by the programme
  • Improving knowledge of the programme and the dissemination and transferability of its results, and to promote awareness of the programme among citizens, in particular by setting up and supporting national programme offices/contact networks
